ASEAN Regional Forum Disaster Relief Exercise 2015 (ARF DiREx 2015)

The ASEAN Regional Forum Disaster Relief Exercise 2015 (ARF DiREx 2015) is tentatively scheduled from 24 - 28 May 2015 in state of Kedah and Perlis. Malaysia and the People’s Republic of China will co-chair the event. 

The main focus of ARF DiREx 2015 will be to test the civil-military coordination efforts, create synergy, and synchronize efforts towards supporting the effective implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) as the common platform for disaster management of the region. It will also continue the progress made by the previously held ARF DiREx and “take on” some of the recommendations made by the previous Co-Chairs.
ARF DiREx 2015 is expected to test the region’s preparedness and resilience to address the following specific challenges:

Challenge 1: Strengthen the effective utilization of ASEAN standby arrangements for disaster relief and emergency response

Challenge 2: Implement an effective operational engine to enhance regional cooperation in disaster management

Challenge 3: Coordination of Multi-National maritime search and rescue

Challenge 4: Management of Mass Casualties

Challenge 5: Distribution of aid and humanitarian assistance. Effective coordination of international assistance from the UN, NGO’s and private sector

Challenge 6: Special needs of vulnerable population in disaster area.

Challenge 7: Management of Consular assistance to foreign tourists in disaster area

Challenge 8: Coordination and information sharing with foreign embassies in disaster area.

Challenge 9: Management of media

Challenge 10: Role of international and local volunteers with the HADR authorities.

The overarching scenario proposed for ARF DiREx 2015 will be a super typhoon impacting the Northern part of Peninsular Malaysia. This full-scale disaster simulation will test the expertise of the participants as well as test the available mechanisms at the national, regional, and international level.
